The “Qiwa” platform, affiliated with the Ministry of Human Resources and Social Development, revealed that with the implementation of the decision to raise the minimum wage for calculating the full Saudi employee in the “Nitaqat” program to 5,000 riyals in April 2027, any Saudi employee earning less than 4,000 riyals will not be counted in the nationalization percentages. Meanwhile, an employee earning between 4,000 and less than 5,000 riyals will be counted as half a Saudi, and will be counted as a full employee if their salary reaches 5,000 riyals or more.
The platform clarified that with the implementation of the second phase of the decision in April 2028, and raising the minimum for full calculation to 6,000 riyals, any Saudi employee earning less than 5,000 riyals will not be counted in the nationalization percentages. An employee earning between 5,000 and less than 6,000 riyals will be counted as half a Saudi, and will be counted as a full employee if their salary reaches 6,000 riyals or more.
According to the current regulations, a Saudi employee is counted as a full employee if their salary is 4,000 riyals or more, and as half an employee if their salary is between 3,000 and less than 4,000 riyals, while they are not counted in the nationalization percentages if their salary is less than 3,000 riyals.
The anticipated amendment is part of the decision to raise the minimum wage for calculating Saudis in the “Nitaqat” program in two phases, increasing from the current 4,000 riyals to 5,000 riyals in April 2027, and then to 6,000 riyals in April 2028, representing a total increase of 50% compared to the current level.
The decision is limited to the mechanism for calculating Saudi employees within the nationalization percentages in private sector establishments and does not imply the imposition of a general minimum wage, as the calculation of a full employee or half an employee is linked to the amount of salary they receive according to the specified regulations for each phase.
