هدد الرئيس الأمريكي دونالد ترمب بفرض رسوم جمركية على الاتحاد الأوروبي أو وقف التجارة معه بالكامل، إذا مضى قدماً في خطته لجعل كندا أول «عضو منتسب» في الاتحاد الأوروبي، بحسب «سي إن بي سي».
عمل عدائي
وقال ترمب للصحفيين بعد وصوله إلى ولاية نورث كارولينا: «أعتقد أن هذا أمر مثير للسخرية، كانت كندا شريكاً تجارياً سيئاً للغاية». وربط ترمب تهديده بنوايا القادة الأوروبيين، قائلاً: «إذا اعتقدت أن هذا يمثل بأي شكل من الأشكال عملاً عدائياً، فسأفرض رسوماً جمركية مرتفعة للغاية أو أوقف التجارة مع أوروبا في العديد من السلع». وجاءت تصريحات ترمب بعد أن قالت رئيسة المفوضية الأوروبية أورسولا فون دير لاين: «إن الاتحاد الأوروبي يفتح الباب أمام انضمام كندا كأول»عضو منتسب«إلى التكتل الذي يضم 27 دولة».
الارتقاء بالعلاقة مع كندا
وقالت رئيسة المفوضية الأوروبية، خلال خطابها السنوي حول حالة الاتحاد الأوروبي في ستراسبورج بفرنسا: «إن التكتل يريد الارتقاء بالعلاقة مع كندا»إلى أعلى مستوى ممكن«. وحضر رئيس الوزراء الكندي، مارك كارني، الخطاب، وكان قد قال في وقت سابق إن أوتاوا حريصة على السعي لإقامة»تحالف أمني واقتصادي فريد” مع أوروبا، وليس الحصول على عضوية كاملة في الاتحاد الأوروبي. وسعت كندا إلى تنويع علاقاتها بعيداً عن الولايات المتحدة، بعد أشهر من تصاعد التوترات التجارية وانهيار محادثات التجارة الثنائية. وفرض ترمب رسوماً جمركية بنسبة 50% على السلع الكندية، ويعتزم حظر واردات منتجات الألبان والكحول والسيارات من كندا في وقت لاحق من هذا الشهر، ما دفع أوتاوا إلى اتخاذ إجراءات انتقامية.
استحداث إطار قانوني
ولا توجد حالياً عضوية منتسبة كفئة رسمية بموجب معاهدات الاتحاد الأوروبي، كما أن أي ترتيب من هذا النوع سيتطلب استحداث إطار قانوني له والتصديق عليه من جانب الدول الأعضاء. وجاء المقترح في الوقت الذي تسعى فيه بروكسل وأوتاوا إلى تعميق العلاقات بينهما، في تحول ملحوظ في موقف الاتحاد الأوروبي، الذي كان قد أبدى فتوراً تجاه مقترح ألمانيا في مايو الماضي بمنح أوكرانيا عضوية منتسبة.
U.S. President Donald Trump threatened to impose tariffs on the European Union or halt trade with it entirely if it proceeded with its plan to make Canada the first “associate member” of the EU, according to CNBC.
Hostile Action
Trump told reporters after arriving in North Carolina: “I think this is ridiculous, Canada has been a very bad trading partner.” He linked his threat to the intentions of European leaders, saying: “If you think this in any way represents a hostile act, I will impose very high tariffs or stop trade with Europe on many goods.” Trump’s remarks came after European Commission President Ursula von der Leyen said: “The EU is opening the door for Canada to join as the first ‘associate member’ of the bloc, which includes 27 countries.”
Elevating the Relationship with Canada
The European Commission President, during her annual State of the Union address in Strasbourg, France, stated: “The bloc wants to elevate the relationship with Canada to the highest possible level.” Canadian Prime Minister Mark Carney attended the speech and had previously stated that Ottawa is eager to pursue a “unique security and economic alliance” with Europe, rather than seeking full membership in the EU. Canada has sought to diversify its relationships away from the United States after months of escalating trade tensions and the collapse of bilateral trade talks. Trump imposed a 50% tariff on Canadian goods and intends to ban imports of dairy, alcohol, and cars from Canada later this month, prompting Ottawa to take retaliatory actions.
Creating a Legal Framework
Currently, there is no associate membership as an official category under EU treaties, and any arrangement of this kind would require the creation of a legal framework for it and ratification by member states. The proposal comes at a time when Brussels and Ottawa are seeking to deepen their relations, in a notable shift in the EU’s stance, which had previously shown reluctance towards Germany’s proposal in May to grant Ukraine associate membership.
