حسم البنك المركزي المصري الجدل بشأن الإجراءات الأمريكية التي طالت عمليات فرع بنك مصر في دولة الإمارات العربية المتحدة، مؤكدًا أن تأثيرها يقتصر على معاملات الفرع مع البنوك المراسلة بالدولار الأمريكي، ولا يمتد إلى بنك مصر داخل مصر أو فروعه الخارجية الأخرى.
وأوضح البنك المركزي، في بيان اليوم (الجمعة)، أن البنك، بالتنسيق مع وزارة الخارجية المصرية، يجري اتصالات مع الجانب الأمريكي بشأن الإجراءات، مؤكدًا في الوقت ذاته قوة ومتانة البنوك العاملة في القطاع المصرفي المصري.
وتأتي الإجراءات الأمريكية في إطار تحركات إدارة الرئيس الأمريكي دونالد ترمب لتشديد الضغوط الاقتصادية والمالية على إيران، والحد من وصولها إلى النظام المالي العالمي.
وبحسب وزارة الخزانة الأمريكية، تستهدف الإجراءات فروع بنك مصر في الإمارات، من خلال تقييد وصولها إلى خدمات المراسلة المصرفية في الولايات المتحدة، على خلفية اتهامات مرتبطة بمعاملات قالت واشنطن إنها خدمت شبكات مالية مرتبطة بإيران.
وذكرت بيانات أمريكية أن عمليات بنك مصر في الإمارات عالجت معاملات بقيمة نحو 1.8 مليار دولار لصالح 103 شركات، خلال الفترة من يناير 2024 حتى يونيو 2026، مشيرة إلى أن بعض هذه المعاملات قد يكون مرتبطًا بشبكات مصرفية إيرانية غير رسمية.
المركزي يوضح حدود التأثير
وشدد البنك المركزي المصري على أن الإجراءات الأمريكية لا تشمل القطاع المصرفي المصري، موضحًا أن نطاقها يقتصر على معاملات فرع بنك مصر في الإمارات مع البنوك المراسلة بالدولار الأمريكي.
وأكد أن بنك مصر داخل جمهورية مصر العربية، إلى جانب فروعه الخارجية الأخرى، لا يشمله أثر هذه الإجراءات.
ويأتي التوضيح المصري في وقت تكثف فيه واشنطن تحركاتها ضد المؤسسات والشركات التي تتعامل مع إيران، بهدف تضييق قنوات وصول طهران إلى العملات الأجنبية والنظام المالي الدولي.
تحركات أمريكية أوسع
ولم تقتصر الإجراءات الأمريكية على بنك مصر في الإمارات، إذ أعلنت وزارة الخزانة الأمريكية أيضًا اتخاذ إجراءات بحق مسؤول في فرع بنك ملي الإيراني في دبي، إلى جانب شركة مقرها هونغ كونغ، متهمة إياهما بالمساعدة في عمليات مالية مرتبطة بجهات إيرانية خاضعة للعقوبات.
وتندرج هذه التحركات ضمن حملة أمريكية أوسع تستهدف ما تصفه واشنطن بشبكات «الظل المصرفية» التي تستخدمها إيران للوصول إلى العملات الأجنبية والنظام المالي العالمي.
طمأنة للقطاع المصرفي
وحرص البنك المركزي المصري في ختام بيانه على التأكيد على قوة وصلابة البنوك العاملة في مصر، موضحًا أن الإجراءات الأمريكية المتعلقة بفرع بنك مصر في الإمارات لا تعني فرض قيود على القطاع المصرفي المصري أو بنك مصر داخل البلاد.
The Central Bank of Egypt has settled the debate regarding the American measures that affected the operations of the Bank of Egypt’s branch in the United Arab Emirates, confirming that their impact is limited to the branch’s transactions with correspondent banks in U.S. dollars and does not extend to the Bank of Egypt within Egypt or its other foreign branches.
The Central Bank clarified, in a statement today (Friday), that the bank, in coordination with the Egyptian Ministry of Foreign Affairs, is in communication with the American side regarding the measures, while also affirming the strength and solidity of the banks operating in the Egyptian banking sector.
The American measures come as part of the moves by President Donald Trump’s administration to tighten economic and financial pressures on Iran and limit its access to the global financial system.
According to the U.S. Department of the Treasury, the measures target the Bank of Egypt’s branches in the UAE by restricting their access to banking correspondence services in the United States, against the backdrop of accusations related to transactions that Washington claims have served financial networks linked to Iran.
U.S. data indicated that the Bank of Egypt’s operations in the UAE processed transactions worth approximately $1.8 billion for 103 companies during the period from January 2024 to June 2026, noting that some of these transactions may be linked to unofficial Iranian banking networks.
The Central Bank Clarifies the Limits of Impact
The Central Bank of Egypt emphasized that the American measures do not include the Egyptian banking sector, clarifying that their scope is limited to the transactions of the Bank of Egypt’s branch in the UAE with correspondent banks in U.S. dollars.
It confirmed that the Bank of Egypt within the Arab Republic of Egypt, along with its other foreign branches, is not affected by these measures.
This clarification from Egypt comes at a time when Washington is intensifying its actions against institutions and companies dealing with Iran, aiming to narrow Tehran’s channels to foreign currencies and the international financial system.
Wider American Actions
The American measures are not limited to the Bank of Egypt in the UAE, as the U.S. Department of the Treasury also announced actions against an official at the Iranian Mellat Bank branch in Dubai, alongside a company based in Hong Kong, accusing them of assisting in financial operations linked to sanctioned Iranian entities.
These actions fall within a broader American campaign targeting what Washington describes as “shadow banking networks” that Iran uses to access foreign currencies and the global financial system.
Reassurance for the Banking Sector
In concluding its statement, the Central Bank of Egypt was keen to emphasize the strength and resilience of the banks operating in Egypt, clarifying that the American measures related to the Bank of Egypt’s branch in the UAE do not imply restrictions on the Egyptian banking sector or the Bank of Egypt within the country.
