يناقش منتدى الرياض الاقتصادي في دورته الثانية عشرة، التي تعقد خلال الفترة من 12 حتى 14 أكتوبر 2026، دراسة «قياس أثر التشريعات والسياسات العامة ودورها في تحقيق التنمية المستدامة في المملكة العربية السعودية»، وذلك ضمن اهتمام المنتدى بتطوير محور التشريعات والسياسات والإجراءات داخل المملكة.
وتأتي الدراسة تماشياً مع مستهدفات رؤية السعودية 2030، حيث أولت الجهات الحكومية اهتماماً متزايداً بتطوير منظومة التشريعات والسياسات العامة بوصفها ركيزة أساسية لتحقيق النمو الاقتصادي، وتعزيز جودة الحياة، والحفاظ على الاستدامة البيئية.
تحسين الأداء
وتتناول الدراسة دور التشريعات في توجيه مسارات التنمية الاقتصادية والاجتماعية والبيئية إلى جانب الارتقاء بقدرة المملكة على تحقيق أهدافها التنموية المستدامة وتحسين أدائها في المؤشرات الدولية ذات الصلة.
وتهدف الدراسة إلى تمكين صُناع القرار من تقييم الأثر الحقيقي للتشريعات في مجالات النمو الاقتصادي، وتوليد فرص العمل، وتحسين جودة الخدمات، وتعزيز العدالة الاجتماعية، وحماية البيئة، فضلاً عن ترسيخ مبادئ الشفافية والمساءلة، وبناء ثقافة مؤسسية قائمة على تقييم فاعلية التشريعات والسياسات استناداً إلى نتائجها وأثرها الفعلي، وليس على عملية إصدارها فقط.
منهجيات متقدمة
وتركز الدراسة على أهمية تبني منهجيات متقدمة لقياس أثر التشريعات والسياسات العامة قبل وبعد إصدارها، بما يسهم في رفع كفاءتها وفاعليتها، وذلك للحد من الآثار الاقتصادية والاجتماعية غير المرغوبة، إلى جانب دعم مبادئ الشفافية والحوكمة، لدعم اتخاذ القرار المبني على الأدلة، وتسلط الضوء على التحديات التي تواجه تطبيق ممارسات تقييم الأثر في المملكة، ومن أبرزها محدودية التكامل المنهجي بين أدوات القياس.
ومن المتوقع أن تخرج نقاشات المنتدى حول الدراسة بعدد من التوصيات والمبادرات العملية التي تعزز كفاءة منظومة التشريعات والسياسات العامة، وتدعم دورها في تحقيق التنمية المستدامة بأبعادها الاقتصادية والاجتماعية والبيئية، لترسخ تنافسية الاقتصاد الوطني نحو مسيرة التحول الشامل التي تقودها رؤية السعودية 2030.
The Economic Forum of Riyadh, in its twelfth session, which will be held from October 12 to 14, 2026, discusses the study “Measuring the Impact of Legislation and Public Policies and Their Role in Achieving Sustainable Development in the Kingdom of Saudi Arabia,” as part of the forum’s interest in developing the axis of legislation, policies, and procedures within the Kingdom.
The study comes in line with the objectives of Saudi Vision 2030, as government entities have increasingly focused on developing the system of legislation and public policies as a fundamental pillar for achieving economic growth, enhancing quality of life, and maintaining environmental sustainability.
Improving Performance
The study addresses the role of legislation in guiding the paths of economic, social, and environmental development, alongside enhancing the Kingdom’s ability to achieve its sustainable development goals and improve its performance in relevant international indicators.
The study aims to enable decision-makers to assess the real impact of legislation in areas of economic growth, job creation, improving service quality, enhancing social justice, and protecting the environment, in addition to establishing principles of transparency and accountability, and building an institutional culture based on evaluating the effectiveness of legislation and policies based on their results and actual impact, rather than just the process of their issuance.
Advanced Methodologies
The study focuses on the importance of adopting advanced methodologies to measure the impact of legislation and public policies before and after their issuance, which contributes to enhancing their efficiency and effectiveness, in order to mitigate undesirable economic and social effects, alongside supporting principles of transparency and governance, to support evidence-based decision-making, and highlights the challenges facing the application of impact assessment practices in the Kingdom, the most prominent of which is the limited systematic integration between measurement tools.
It is expected that the discussions of the forum regarding the study will result in a number of recommendations and practical initiatives that enhance the efficiency of the system of legislation and public policies, and support its role in achieving sustainable development in its economic, social, and environmental dimensions, to solidify the competitiveness of the national economy towards the comprehensive transformation led by Saudi Vision 2030.
