أعلنت وزارة الخزانة الأمريكية حظر وصول شحنات النفط الخام الروسي ومشتقاته إلى كوبا، في خطوة تأتي تزامناً مع رصد ناقلتين تحملان وقوداً روسياً في طريقهما إلى هافانا، ما يعقد وضع الجزيرة الكاريبية في أصعب اختبار اقتصادي لها منذ انهيار الاتحاد السوفيتي.
وأدرج مكتب مراقبة الأصول الأجنبية كوبا ضمن قائمة الدول الممنوعة من أي معاملات تتعلق ببيع أو تسليم النفط الروسي، ملغياً بذلك استثناءات مؤقتة كانت واشنطن قد منحتها الأسبوع الماضي لتهدئة أسواق الطاقة العالمية المضطربة بسبب الحرب المستعرة ضد إيران، بحسب «سي إن بي سي».
تضليل ملاحي
وتشير بيانات تتبع السفن إلى أن الناقلة «سي هورس»، التي ترفع علم هونج كونج، تقترب من السواحل الكوبية بحمولة تقدر بنحو 190 ألف برميل من زيت الغاز الروسي، وسط اتهامات بممارسة التضليل الملاحي للالتفاف على العقوبات.
كما رصدت شركة «كبلر» ناقلة ثانية تدعى «أناتولي كولودكين» تحمل 730 ألف برميل من الخام الروسي، وهو ما اعتبره مراقبون تحدياً صريحاً لتهديدات الرئيس دونالد ترمب بفرض تعريفات جمركية على أي دولة تمد هافانا بالوقود.
The U.S. Treasury Department announced a ban on the arrival of Russian crude oil shipments and their derivatives to Cuba, a move that comes as two tankers carrying Russian fuel are spotted on their way to Havana, complicating the Caribbean island’s situation in its toughest economic test since the collapse of the Soviet Union.
The Office of Foreign Assets Control has listed Cuba among the countries prohibited from any transactions related to the sale or delivery of Russian oil, thereby canceling temporary exemptions that Washington had granted last week to calm the turbulent global energy markets due to the ongoing war against Iran, according to CNBC.
Navigational Deception
Tracking data indicates that the tanker “Sea Horse,” flying the Hong Kong flag, is approaching the Cuban coast with a cargo estimated at around 190,000 barrels of Russian gas oil, amid accusations of navigational deception to circumvent sanctions.
Additionally, the company “Kpler” has spotted a second tanker named “Anatoly Kolodkin” carrying 730,000 barrels of Russian crude, which observers consider a blatant challenge to President Donald Trump’s threats to impose tariffs on any country supplying fuel to Havana.
