A recent report predicts that the inflation rate for construction tender prices in Saudi Arabia will rise to 5% during the current year, compared to previous forecasts of 4%, driven by rising construction material costs and supply chain disruptions, with the rate expected to remain at the same level through 2027.
JLL revealed in its report on the Saudi construction market for the first half of 2026 that copper prices have increased by 44.5%, aluminum by 23.9%, and diesel by 7.9% as of last August, leading to higher project execution costs, particularly in sectors reliant on metals and imported materials.
It explained that geopolitical tensions and disruptions in regional trade have caused delays in the arrival of construction materials and equipment, increasing the risks associated with project timelines, while intense competition among contractors has helped mitigate the impact of rising costs on tender prices, with companies absorbing part of the increase in exchange for reducing their profit margins.
Stable Growth
JLL expects the construction sector in the Kingdom to record moderate and stable growth during 2026 and 2027, as the market transitions from a phase of accelerated expansion to a more mature and sustainable stage, following years of record activity.
It noted that recent amendments to the white land fee system in Riyadh have contributed to curbing speculation and land monopolization, increasing the supply of developable land, which has helped stabilize prices and accelerate construction activities.
It confirmed that public-private partnership projects in the health, education, and urban development sectors continue to attract local and international companies, supporting the sustainability of sector activity.
