اختتم Money20/20 Middle East أعماله في الرياض بإعلانات بارزة من البنك المركزي السعودي «ساما» لتطوير منظومة المدفوعات في المملكة، إلى جانب استثمارات وشراكات جديدة وتتويج الفائزين في منافسات MoneySurge، بعد ثلاثة أيام جمعت الجهات التنظيمية وقادة القطاع لمناقشة المرحلة القادمة من تطور المنظومة المالية في المملكة.
وافتتحت وكيل محافظ البنك المركزي السعودي للابتكار المالي نورة البكر، أعمال اليوم الختامي بكلمة تناولت خلالها مستقبل المنظومة المالية في المملكة ودور الابتكار المسؤول في دعم تطورها.
وسلطت الضوء على دور البنك المركزي السعودي في دعم مستهدفات رؤية السعودية 2030، مؤكدة أهمية الحفاظ على الاستقرار النقدي والمالي بالتوازي مع تمكين المنظومة المالية من تبني الابتكار بوتيرة أسرع وعلى نطاق أوسع. وأوضحت أن الاستقرار والابتكار يمثلان عنصرين متكاملين، إذ توفر المنظومة المالية القوية والمرنة الأساس اللازم لتمكين الابتكار من تحقيق قيمة مستدامة على المدى الطويل.
كما استعرضت نهج البنك المركزي السعودي في التعامل مع التقنيات المالية الناشئة، الذي يرتكز على الاختبار والاستناد إلى الأدلة قبل التوسع في تبني التقنيات الجديدة أو اتخاذ القرارات التنظيمية بشأنها، مع إعطاء الأولوية للابتكارات التي تثبت قيمة عملية وإمكانات حقيقية للمنظومة المالية، بدلاً من تبني التقنية لمجرد حداثتها.
وفي مثال على تطبيق هذا النهج، أشارت إلى اختبار حلول تمويل سلاسل الإمداد ضمن البيئة التجريبية التشريعية للبنك المركزي السعودي، وما أعقب ذلك من تقدم نحو مرحلة الترخيص. ومنذ ذلك الحين، تجاوز حجم نشاط تمويل سلاسل الإمداد 1.4 مليار ريال سعودي، بما يعكس دور الاختبارات التنظيمية في توفير مسار منظم لنقل الابتكارات المالية المثبتة إلى نطاق أوسع في السوق.
كما شهد اليوم الختامي مزيداً من الإعلانات الاستثمارية والشراكات التي عكست استمرار الاهتمام الدولي بسوق التقنية المالية في المملكة؛ إذ أعلنت Lendo، منصة التمويل الجماعي بالدين المتوافقة مع أحكام الشريعة الإسلامية في المملكة، عن شراكة مع Quantic Financial Solutions GmbH، وهي جهة لإدارة الأصول مقرها في فيينا بالنمسا. وبموجب الاتفاقية، ستستثمر الأخيرة ضمن برنامج لرأس المال المؤسسي بقيمة تصل إلى 750 مليون ريال سعودي، مخصص لتمويل رأس المال العامل للمنشآت الصغيرة والمتوسطة في المملكة.
كما أعلنت Speedinvest، شركة رأس المال الجريء الأوروبية، عن استثمار بقيمة 15 مليون ريال سعودي في Abwab.ai، وهي منصة مدعومة بالذكاء الاصطناعي ومتخصصة في ذكاء الائتمان وأتمتة عمليات الاكتتاب، في أول استثمار للشركة في المملكة العربية السعودية.
وشهد برنامج اليوم الختامي سلسلة من الجلسات المتخصصة التي ناقش خلالها قادة القطاع كيفية إعادة المدفوعات والأصول الرقمية والذكاء الاصطناعي تشكيل مستقبل الخدمات المالية، بدءاً من الترابط المتزايد بين منظومات الدفع وأسواق رأس المال التي تعمل على مدار الساعة، وصولاً إلى قضايا الثقة والمساءلة والإشراف البشري في تطبيقات الذكاء الاصطناعي المالي.
وفي جلسة بعنوان «ماذا بعد المدفوعات؟»، ناقش المشاركون أثر الترابط المتزايد بين الخدمات المالية في إعادة تشكيل العلاقة بين المدفوعات وبيانات العملاء والمنظومة المالية الأوسع.
وقال المدير العام في BlackRock توني أشرف: «عندما تصبح الأسواق نشطة على مدار الساعة وتعمل دون توقف، سيكون لذلك تأثير جوهري في أسواق رأس المال. ومع تحرك الأموال والأصول الأساسية على مدار الساعة، سينشأ طلب مستمر على العوائد، وسيكون هذا التقارب أحد المحركات الرئيسية للتغيير في أسواق رأس المال.»
كما تناولت جلسة «هل يمكنني اعتمادك لإدارة على أموالي؟ علم نفس الذكاء الاصطناعي المالي» دور الثقة والمساءلة البشرية في تبني الذكاء الاصطناعي، وناقش المشاركون كيفية الموازنة بين القدرات المتنامية لهذه التقنيات ومتطلبات الشفافية والموثوقية والإشراف البشري.
وقال المؤسس ورئيس مجلس إدارة T57.AI أفضل حسين محمد نقيب: «ينبغي للذكاء الاصطناعي أن يقدم لنا المشورة والمعلومات المناسبة، لكن يبقى على الإنسان استخدام هذه المعلومات لاتخاذ قرارات أكثر حكمة. ولا ينبغي تفويض القرارات بالكامل للذكاء الاصطناعي، بل يجب أن يظل العنصر البشري حاضراً في تقييم المعلومات واتخاذ القرار النهائي وتحمل المسؤولية».
وقاد وكيل محافظ البنك المركزي السعودي «ساما» للمدفوعات عبدالعزيز بن سليمان أبانمي الفقرة الختامية، مستعرضاً أبرز التطورات والنقاشات التي شهدها الحدث على مدى ثلاثة أيام، ودوره في جمع أطراف المنظومة المالية لمناقشة الفرص المستقبلية.
وشهد ختام المؤتمر إعلانات جديدة تتعلق بمنظومة المدفوعات في المملكة، إذ أعلن البنك المركزي السعودي إتاحة قبول مدفوعات Alipay+، إلى جانب خطط لتمكين خدمة Tap to Pay على أجهزة iPhone للعلامة التجارية Apple في المملكة.
ومن شأن إتاحة قبول مدفوعات Alipay+ تمكين الزوار الدوليين من إجراء مدفوعاتهم في المملكة بسهولة وأمان باستخدام محافظهم الرقمية الحالية، بما يوسع خيارات الدفع المتاحة. كما ستتيح خدمة Tap to Pay على iPhone للتجار قبول المدفوعات مباشرة عبر أجهزة iPhone بسهولة وأمان.
وفي كلمته الختامية، أشار أبانمي إلى أن التطورات التي شهدها Money20/20 Middle East تعكس رؤية المملكة الواضحة واستثماراتها المتواصلة في تطوير البنية التحتية وتنمية القدرات البشرية، إلى جانب مستوى التعاون بين الجهات التنظيمية والمؤسسات المالية وقطاع الأعمال ورواد التقنية والمبتكرين. وأكد أن المملكة لا تكتفي بمواكبة التحولات التي يشهدها القطاع، بل تعمل على بناء المقومات وتمكين الأدوات وصناعة الفرص التي ستسهم في تشكيل مستقبل القطاع المالي.
واختتمت منافسات MoneySurge بعد ثلاثة أيام من المنافسة بين الجيل الجديد من مبتكري التقنية المالية، وجرى تتويج الفائزين عقب الجولة النهائية من العروض وتقييم لجنة متخصصة من الحكام.
وفازت شركة Planto، ومقرها هونغ كونغ، بجائزة «Fintech to Watch» ومكافأة قدرها 100 ألف دولار أمريكي. وتقدم الشركة للمؤسسات المالية حلولاً لتحليل التدفقات النقدية، وتصنيف شرائح العملاء، وتحليلات إدارة الثروات.
وقالت الشريكة المؤسسة والرئيس التنفيذي لشركة Planto جيسيكا ليو: «كانت مشاركتنا في Money20/20 Middle East تجربة مميزة وفرصة مهمة للتواصل مع شركات تقنية مبتكرة من مختلف أنحاء العالم. ومع توسع Planto في المملكة العربية السعودية، نتطلع إلى العمل مع البنوك والمؤسسات المالية والمساهمة في تحقيق مستهدفات رؤية السعودية 2030».
كما حصدت شركة التقنية المالية النيجيرية Nearpays جائزة «Fintech for Good» ومكافأة بقيمة 100 ألف دولار أمريكي. وتقدم الشركة منصة رقمية للخدمات المالية والمدفوعات تشمل الحسابات الافتراضية والبطاقات الافتراضية بالدولار، إلى جانب حلول دفع رقمية عبر الهواتف الذكية.

She highlighted the role of the Saudi Central Bank in supporting the objectives of Saudi Vision 2030, emphasizing the importance of maintaining monetary and financial stability alongside enabling the financial ecosystem to adopt innovation at a faster pace and on a broader scale. She explained that stability and innovation are complementary elements, as a strong and resilient financial ecosystem provides the necessary foundation for enabling innovation to achieve sustainable value in the long term.
She also reviewed the Saudi Central Bank’s approach to dealing with emerging financial technologies, which is based on testing and evidence before expanding the adoption of new technologies or making regulatory decisions about them, prioritizing innovations that demonstrate practical value and real potential for the financial ecosystem, rather than adopting technology merely for its novelty.
As an example of applying this approach, she pointed to the testing of supply chain financing solutions within the Saudi Central Bank’s regulatory sandbox, which was followed by progress toward the licensing phase. Since then, the volume of supply chain financing activity has exceeded 1.4 billion Saudi Riyals, reflecting the role of regulatory tests in providing an organized pathway for transferring proven financial innovations to a broader market scope.
The final day also witnessed further investment announcements and partnerships that reflected continued international interest in the fintech market in the Kingdom; Lendo, a crowdfunding platform compliant with Islamic law in the Kingdom, announced a partnership with Quantic Financial Solutions GmbH, an asset management firm based in Vienna, Austria. Under the agreement, the latter will invest in a corporate capital program worth up to 750 million Saudi Riyals, designated for financing working capital for small and medium enterprises in the Kingdom.
Speedinvest, a European venture capital firm, also announced an investment of 15 million Saudi Riyals in Abwab.ai, an AI-powered platform specializing in credit intelligence and underwriting automation, marking the company’s first investment in Saudi Arabia.
The final day’s program featured a series of specialized sessions where sector leaders discussed how payments, digital assets, and artificial intelligence are reshaping the future of financial services, from the increasing interconnectedness between payment systems and capital markets operating around the clock, to issues of trust, accountability, and human oversight in financial AI applications.
In a session titled “What Comes After Payments?”, participants discussed the impact of increasing interconnectedness between financial services in reshaping the relationship between payments, customer data, and the broader financial ecosystem.
Tony Ashraf, General Manager at BlackRock, stated: “When markets become active around the clock and operate continuously, it will have a fundamental impact on capital markets. As money and underlying assets move around the clock, there will be a continuous demand for returns, and this convergence will be one of the main drivers of change in capital markets.”
The session “Can I Trust You to Manage My Money? The Psychology of Financial AI” addressed the role of trust and human accountability in adopting AI, with participants discussing how to balance the growing capabilities of these technologies with the requirements of transparency, reliability, and human oversight.
Abdul Haseen Mohammed Naqeeb, Founder and Chairman of T57.AI, said: “AI should provide us with appropriate advice and information, but it remains up to humans to use this information to make wiser decisions. Decisions should not be fully delegated to AI; the human element must remain present in evaluating information, making the final decision, and bearing responsibility.”

The conference concluded with new announcements related to the payment ecosystem in the Kingdom, as the Saudi Central Bank announced the acceptance of Alipay+ payments, alongside plans to enable Tap to Pay service on Apple brand iPhones in the Kingdom.
The acceptance of Alipay+ payments will enable international visitors to make their payments in the Kingdom easily and securely using their existing digital wallets, expanding the available payment options. The Tap to Pay service on iPhone will allow merchants to accept payments directly via iPhones easily and securely.
In his closing remarks, Abanami noted that the developments witnessed at Money20/20 Middle East reflect the Kingdom’s clear vision and ongoing investments in developing infrastructure and enhancing human capabilities, alongside the level of cooperation between regulatory bodies, financial institutions, the business sector, tech pioneers, and innovators. He affirmed that the Kingdom is not only keeping pace with the transformations occurring in the sector but is also working on building the foundations, enabling tools, and creating opportunities that will contribute to shaping the future of the financial sector.
The MoneySurge competitions concluded after three days of competition among the new generation of fintech innovators, with winners crowned following the final round of presentations and evaluation by a specialized panel of judges.
