عادت أزمة الفنان حلمي عبدالباقي مع نقابة المهن الموسيقية في مصر إلى الواجهة مجددًا، بعد إعلانه اتخاذ إجراءات قانونية واللجوء إلى القضاء للطعن على قرار شطبه نهائيًّا من النقابة وإيقافه عن ممارسة مهماته كوكيل أول للنقابة.
أزمة صقر
وفي أول تعليق له بعد تصاعد الأزمة، نشر عبد الباقي عبر حسابه على «فيسبوك» صورة من قرار الاتهام، مؤكدًا بأن ما يُثار ضده يعود إلى واقعة قديمة تُعرف بـ«أزمة ناصر صقر»، مشيرًا إلى أن تفاصيلها كانت معروفة داخل النقابة، وأن عدة أعضاء شاركوا في التوقيع على الإجراءات المالية الخاصة بها.
وقال “ما حدث يستهدفني بشكل مباشر، والنية كانت مبيتة لشطبي والتخلص مني”، معتبرًا بأن الاتهامات الموجهة إليه لا تعكس حقيقة ما جرى، ومؤكدًا ثقته في حصوله على حقه عبر القضاء.
تسوية الملاحظات
كما تساءل عن أسباب إعادة فتح الملف بعد مرور نحو عامين، مؤكدًا تسوية كافة الملاحظات المالية المنسوبة إليه، وتقديم المستندات التي تثبت موقفه،دون أن يتم الأخذ بها.
وتأتي هذه التصريحات بعد سلسلة من المقاطع المصورة والبثوث المباشرة التي نفى خلالها عبد الباقي الاتهامات الموجهة إليه، واعتبرها محاولة لإبعاده عن منصبه النقابي.
مساواة وشفافية
من جانبها أصدرت نقابة المهن الموسيقية بياناً للرد على تصريحات عبد الباقي التي نشرها عبر مواقع التواصل الاجتماعي، مؤكدة بأن جميع قراراتها تصدر وفقاً لمبادئ المساواة وتكافؤ الفرص بين الجميع ومن منطلق الشفافية.
تجاوز السقف المالي
وأوضحت النقابة في بيانها، بأن كل الإجراءات والمخالفات الإدارية والمالية التي استوجبت اتخاذ قرار مجلس التأديب الابتدائي رقم 1 لسنة 2026 بحقه تمثلت في تجاوز السقف المالي لخدمات العلاج المخصص للأعضاء، إذ تبين قيام «عبد الباقي»، بتجاوز الحد الأقصى المسموح به في اللائحة الداخلية لعلاجه الشخصي وزوجته وبعض العاملين من غير الخاضعين للتأمين الصحي، والانتفاع بمبالغ تتجاوز أضعاف ما يتم تخصيصه للعضو العامل في الحالات العادية، وقد صدرت تلك الموافقات بأمر مباشر منه دون العرض على مجلس إدارة النقابة، ودون الالتزام بالآليات المتبعة داخل لجنة الخدمات، ما يعد إخلالاً بمبدأ المساواة بين الأعضاء.
ومن بين الممارسات يأتي عدم التزامه بنسب التحمل المقررة في مشروع العلاج، اذ أعفى زوجته من سداد النسبة المقررة على الأعضاء وعائلاتهم في مشروع الرعاية الطبية (التأمين العائلي) والبالغة 50%، مستخدماً توجيهات مباشرة للمستشفيات والمراكز الطبية المتعاقدة مع النقابة، ما يعد تجاوزاً للائحة المالية للمشروع والتوقيع على خطاب التحويل لتلقي الخدمه الطبية مصاحباً بعبارة (زوجة وكيل أول النقابة).
وكذلك قيامه بالمخالفة بإعفاء بعض الأعضاء العاملين ممن يعرفهم من نسبة 25% التي يتحملها العضو نظير تلقي الخدمات الطبية بدون العرض على مجلس الإدارة، وأيضاً قيامه بالإعفاء الكامل لبعض العاملين من غير الخاضعين للتأمين الصحي، وكل ذلك بالمخالفة للائحة العلاجية ما تسبب في الإضرار بالمركز المالي للنقابة، وهذا ما تم إثباته بموجب قرار مجلس التأديب سالف الذكر وما لم يجحده ولم ينكره طوال جلسات مجلس التأديب.
إعفاء من الغرامات
كما تبين لمجلس إدارة النقابة قيام عبدالباقي بالإعفاء غير اللائحي من غرامات التأخير الخاصة بتجديد الأعضاء، وثبت قيامه بالتجاوز في منح الموافقة لبعض الأعضاء المتخلفين عن تجديد الاشتراك ممن يعرفهم شخصياً من خلال إصدار قرارات فردية بالإعفاء من سداد غرامات التأخير المستحقة للنقابة لسنوات طويلة، دون العرض على مجلس الإدارة، مما أدى إلى عدم تحصيل موارد مالية تابعة للنقابة.
وأشارت النقابة في بيانها إلى أن جميع هذه الوقائع تم إثباتها خلال جلسات مجلس التأديب،دون أن ينكرها العضو المشطوب أثناء التحقيقات.
تجاوزات وتضليل
وأكدت النقابة بأنها آثرت التريث كثيراً ومنح الفرص لتصحيح هذه المسارات، إلا أن استمرار التجاوزات وتضليل الأعضاء استوجب توضيح الحقائق، وتؤكد النقابة التزامها التام بقرارات مجلس التأديب ولجنة التحقيقات المشكّلة بشفافية، بحضور مستشار مجلس الدولة وممثل وزارة الثقافة طبقاً لصحيح القانون رقم 35 لسنة 1978 وتعديلاته الخاص بإنشاء نقابات واتحاد نقابات المهن التمثيلية والسينمائية والموسيقية، وضماناً لسلامة الإجراءات أثناء انعقاد مجلس التأديب، وصوناً لحقوق الجمعية العمومية.
وتأتي هذه التطورات عقب قرار صادر عن مجلس التأديب بالنقابة في الـ29 من ديسمبر الماضي، قضى بشطب عبد الباقي وإيقافه عن العمل، على خلفية اتهامات تتعلق بمخالفات مالية وإدارية، وتجاوزات مرتبطة بصلاحياته النقابية، وذلك بعد إحالته للتحقيق بقرار من نقيب الموسيقيين الفنان مصطفى كامل.
The crisis of artist Hossam Abdel-Baqi with the Musicians’ Syndicate in Egypt has resurfaced, following his announcement of taking legal action and resorting to the judiciary to appeal the decision to permanently expel him from the syndicate and suspend him from performing his duties as the first agent of the syndicate.
The Saqr Crisis
In his first comment after the escalation of the crisis, Abdel-Baqi posted on his “Facebook” account a picture of the accusation decision, confirming that the allegations against him stem from an old incident known as the “Nasser Saqr Crisis,” indicating that its details were known within the syndicate, and that several members participated in signing the financial procedures related to it.
He stated, “What happened targets me directly, and the intention was premeditated to expel me and get rid of me,” considering that the accusations directed at him do not reflect the truth of what occurred, and affirming his confidence in obtaining his rights through the judiciary.
Settling Observations
He also questioned the reasons for reopening the file after nearly two years, asserting that he has settled all financial observations attributed to him and provided documents that prove his position, which were not taken into account.
These statements come after a series of video clips and live broadcasts in which Abdel-Baqi denied the accusations against him, considering them an attempt to remove him from his syndicate position.
Equality and Transparency
For its part, the Musicians’ Syndicate issued a statement in response to Abdel-Baqi’s remarks published on social media, confirming that all its decisions are made according to the principles of equality and equal opportunities for everyone and based on transparency.
Exceeding the Financial Ceiling
The syndicate clarified in its statement that all administrative and financial violations that necessitated the issuance of the initial disciplinary board decision No. 1 of 2026 against him were represented in exceeding the financial ceiling for medical services allocated to members. It was found that “Abdel-Baqi” exceeded the maximum limit allowed in the internal regulations for his personal treatment and that of his wife and some employees not covered by health insurance, benefiting from amounts that exceed multiples of what is allocated to the active member in normal cases. These approvals were issued directly by him without being presented to the syndicate’s board of directors and without adhering to the mechanisms followed within the services committee, which constitutes a breach of the principle of equality among members.
Among the practices is his failure to comply with the prescribed cost-sharing ratios in the treatment project, as he exempted his wife from paying the prescribed percentage on members and their families in the medical care project (family insurance), which is 50%, using direct directives to hospitals and medical centers contracted with the syndicate, which constitutes a violation of the financial regulations of the project and signing a referral letter to receive medical services accompanied by the phrase (wife of the first agent of the syndicate).
He also violated by exempting some active members he knows from the 25% percentage that the member bears for receiving medical services without presenting it to the board of directors, as well as fully exempting some employees not covered by health insurance, all in violation of the treatment regulations, which harmed the financial position of the syndicate. This was proven by the aforementioned disciplinary board decision, which he did not deny or contest throughout the disciplinary board sessions.
Exemption from Fines
It was also revealed to the syndicate’s board of directors that Abdel-Baqi granted unregulated exemptions from late renewal fines for members and that he exceeded in granting approval to some members who were late in renewing their subscriptions whom he personally knows by issuing individual decisions exempting them from paying the late fines owed to the syndicate for many years, without presenting it to the board of directors, which led to the non-collection of financial resources belonging to the syndicate.
The syndicate pointed out in its statement that all these incidents were proven during the disciplinary board sessions, without the expelled member denying them during the investigations.
Violations and Deception
The syndicate confirmed that it preferred to be patient for a long time and grant opportunities to correct these paths, but the continuation of violations and misleading members necessitated clarifying the facts. The syndicate affirms its full commitment to the decisions of the disciplinary board and the investigative committee formed transparently, with the presence of a State Council advisor and a representative from the Ministry of Culture, according to the provisions of Law No. 35 of 1978 and its amendments regarding the establishment of unions and federations of representative, cinematic, and musical professions, ensuring the integrity of the procedures during the disciplinary board’s meetings and safeguarding the rights of the general assembly.
These developments come following a decision issued by the disciplinary board of the syndicate on December 29 of last year, which ruled to expel Abdel-Baqi and suspend him from work, based on accusations related to financial and administrative violations and abuses linked to his syndicate powers, after he was referred for investigation by a decision from the musicians’ syndicate president, artist Mustafa Kamel.
